TRANSBORDER TOURIST BUS TRANSPORTATION SERVICE PERMIT REQUIREMENTS

Transportation

The procedure must be done by the owner, manager or legal representative appointed by the company and must show a notarized power of attorney and a valid ID with photograph.

Fill out the official SCT Application Form (Solicitud de Permiso para Auto transporte Publico Federal DGAF) that can be obtained at the Mexican Federal Department of Communications and Transportation (SCT) Web Page: www.sct.gob.mx (go to the left side menu to “Tramites y Servicios”, continue to “Direccion General de Autotransporte Federal” (DGAF), go to “Tramites en Linea DGAF”, proceed to “Expedicion de Permisos para Turismo Internacional” and go to “Registrar Vehiculos”.

NOTE: You can obtain and print a copy of the Manual (go to the upper right cornet and click “Manual”), you can also go directly to the SCT office in Tijuana, located in Avenida Aviación s/n Colonia Libertad, phone number from the US is (011 52 664) 682-5258 ,  (011 52 664)  682-5289 and (011 52 664) 682 5290, please contact MR. JOSE ANTONIO GARCIA, head of the permit department and can speak English fairly, or you can obtain this form at the border check point office, inside the Mexican secondary inspection area Tijuana – San Ysidro border crossing (form is provided free of charge).

This permit is issued per bus (non transferable) for a 12 year period of the date of production year of the unit (max. 12 years), Example: if your bus is a 2007 model your permit will be good for 12 year and will expire on 2018, good to travel within all Mexican territory.

REQUIREMENTS

  • Proof of valid ICC/DOT license. (submit a photocopy)

  • Proof of valid vehicle registration.

  • Proof of Mexican liability insurance per bus (Coverage is 19 thousand day minimum wage valid in the Federal District in Mexico City, around $ 970 thousand Mexican pesos approx. $ 90,000 Dlls coverage per bus, it varies according to the capacity of the vehicle), we suggest contacting Mexican Insurance Companies of your choice, to check the valid coverage in your yearly insurance policy renewal, here are some providers you can contact: Qualitas Insurance at 1 (800) 241-2541. Web page: www.qualitas.com.mx, Seguros Comercial America at (011 52 664) 684-8444 or GNP Grupo Nacional Provicial (011 52 664) 635-7000 or 635-7001 or 634-3170 with the Sales Coordinator, both in Tijuana, Baja California, Mexico., those are the most used by American Bus Company’s that are currently providing the Trans border Tourism Bus Service in to Baja California)

  • Proof of yearly Mexican passenger insurance coverage ( 3,160 thousand days minimum wage, valid in the Federal District in Mexico City approx.$ 14,800 Dlls per pax.), please calculate according to you bus capacity. Estimated total cost for full coverage liability & passenger insurance policy is $ 813.00 Dlls. Yearly premium (subject to change), information provided by the different insurance companies and can very by company.

  • New regulatory changes are in effect starting January 1rst 2007 for (NOM-041-SEMARNAT-1999 y NOM-045-SEMARNAT-1996,), valid for U.S., and Canada, that facilitates the compliance for the “Emission Control Certification”, the company requesting or renewing their permits, can provide a certificate of verification issued by a recognize U.S. authority (CHP / EPA or self emission control verification done by your company), proof of certification or verification, must be carried on the bus at all times or when applying or renewing the International Transborder Bus Permit (permiso transfronterizo de turismo internacional) and show that verification has been done at least every 6 months. The compliance for this new facilitation will be inspected upon entering Mexican territory (border entree) if needed you can also obtain the twice a year smog check, the “Emission Control Certificate” like before, the cost is $ 214.00 Mexican Pesos each / approximately. $ 20.00 Dlls., they normally take between 15 to 30 minutes, please contact the Emission Verification Center nearest you:

  • Weight certificate (certificates issued in the US are accepted)

  • The Transborder permit cost $ 402 Mexican Pesos (aprox. $ 40.00 Dlls.) for a 12 year permit (depending on the unit model year). And can print you Banamex receipt on the SCT web page: www.sct.gob.mx and pay in any bank within Mexican Territory.

  • Once you have fill out and sent the electronic form that contains all the information on the company and vehicle on line to SCT, print the form and the Banamex Bank receipt and proceed to pay in any Banamex Bank nearest you in Mexican territory and present all documentation to the Federal Transportation's Secretariat (SCT) ether in Tijuana or Mexicali, Baja California, Mexico. SCT well start to process your permit request sent to them electronically and once you have provided the documentation and proof of payment, they will proceed to issue your permit in 8 days, when you can proceed to pick up the permit (s)
