BAJA CALIFORNIA STATE TOURISM LAW
CHAPTER V REGARDING THE CELEBRATION OF TOURISTIC EVENTS
ARTICLE 20. - Organizers and/or Promoters have the rights and benefits expressed in articles 14 and 15 of this Law.
ARTICLE 21. - Organizers and / or Promoters have the obligation to inform in writing to the BAJA CALIFORNIA STATE TOURISM SECRETARIAT in the month of September of every year, regarding the events that will be taking place the coming year, so that the annual Turistic Events Calendar can be elaborated and distributed to Turistic Sector, the Mexico's Government representations in other cities and countries and to key publics. No event of the same kind, can take place in a lapse of 30 natural days in the same City.
ARTICLE 22. - It is of the exclusive competence of the Municipal Authority of the City that will host an event, to grant the proper authorization for the celebration of turistic events.
ARTICLE 23. - The Organizers and / or Promoters, who wish to obtain authorization to celebrate turistic events, must have to fulfill the following requirements:
I. - To present a written request before the Municipal Authority of the City where the event will take place. Accompanied by the following:
A list of names, nationalities, addresses and telephone numbers of the Organizer and /or Promoters involved in the event.

Name and description of the event

Date and expected duration of the event.

Detailed information of the route of the event or the geographic location of the event site. In case of events following routes, the name of the Legal Representative or the Owner of the Properties involved, with whom a written agreement must be signed.

A Map with the streets name and avenues to be used in the case that the event will take place whitin the City.

Expected number of participants.

A list of supports required from each Government Department and any other Institution and Organization.
II. - In case the Organizers and/or Promoters are not Mexican Citizens, they must have the express authorization from the Migratory Authorities.
III. - The Organizers and/or Promoters must obtain and present to the Municipal authority the proper permits from Ecology or any other competent authorities that may have an interest in the event.
IV. - To fulfill the requirements that the present Law establishes, and with any other applicable legislation.
The written request of authorization must be presented to the Municipal Authority at least 90 days in anticipation to the event.
Article 24. - The Municipal authority must answer the written request of authorization or come out with any observations and notify the Organizers and /or Promoters, in a term not greater than 30 days, Promoters and Organizers will do corresponding additions and modifications in a lapse no greater than 10 days.
Article 25. - The Municipal Authority must answer the request for permission in a lapse not greater than 30 days from having received the documents.
Article 26. - Organizer and/or Promoters who have been granted the Municipal Authority permission, must execute a contract with the Municipal Authority in which the conditions, commitments from each part will be established, the form or payment for any damages or losses for the people and for the furnishings and buildings involved in the performance of the event.
Organizers and/or Promoters must include in the contract mentioned, a guarantee of payment in an amount no less that the equivalent to the 10% of the amount of the lent contracted, or to have an insurance policy from a Mexican Insurance Company that can be responsible for these concepts.
Article 27. - The authorization granted by the Municipal Authority implies the previous accreditation of the permits from the 3 levels of Government, and as for that the shared responsabilities in the results of the performance of the event.
Article 28. - The Municipal Authority of the City that will host the event will coordinate any kind of logistic support and permits, before the diverse Government instances.
Article 29. - The Organizer and / or Promoter must provide the Municipal Authority the necessary event information so the Municipality can provide the support needed for the good of the event, such as the following ones:

Permission for entering the country and / or landing of airships in the airports of the state.

Permission for the temporary importation of equipment and support materials required for the event.

Authorization for the use of radio communications and radial frequencies.
-
Authorization for the use of federal highways, freeways and toll-roads.
-
Support from diverse Organizations or Security or Rescue.
Article 30. - The Baja California State Tourism Secretariat, along with the Municipal Authority from the City of the event, will formulate statistical information of the event, which will contain at least one of the following:

Approximated turistic affluence
-
Number of participants and its origin
-
An estimated of the economic spill brought by the performance of the event.
- Incidents and an opinion research.
